NE ‘compliance’ and information requests

I sent this to NE this morning;

The ICO guidance to public bodies on Time Limits for Compliance states that bodies such as NE should be able ‘account for, and justify, the length of time taken to meet the obligation’ when the ‘authority complies close to, or on, the final day of the 20 working day limit’.

NE’s responses to my requests over a long period of time have consistently often been in this category.  Please see this list https://markavery.info/2018/10/05/draft/

The following requests were answered on or close to the 20-day time limit: 2412, 2681, 2715, 3002, 3141, 3563, 3572, 3667, 3929, 3968, 4027, 4030, 4171, 4185, 4251, 4328, 4330 and I can add the response received recently to 4394.

Please account for and justify the length of time taken to respond to these requests. You may do this on a case by case basis or with a generic answer, but if I regard your answer as unsatisfactory I will be taking the matter to the ICO.

Please also indicate whether my experience of getting most responses at the very end of the time limit is representative of how NE responds generally to such requests or have I received an unusual level of service from you.
