Man with stick and figleaf

I met this man in the Wilanow Palace Park in Warsaw a few days ago. I think he is Hercules but he reminded me that Michael Gove is supposed to be coming up with a licensing system for lethal control of corvids (and doesn’t seem to be making much progress).

I have no personal knowledge of whether the Secretary of State is as ripped as this gentleman but the other elements are there; a figleaf (which looks alarmingly like a gloved hand) covering the embarrassment of not having any scientific justification for most corvid control, a big stick to symbolise lethal control and, it made me laugh anyway, a Hooded Crow waiting rather unconcernedly.

Mr Gove seems rather distracted by other matters at the moment but he is very late with his promise to sort out general licences.
