Took a while, and still not sure.
Only really works if you pronounce moor as more.
Try it as if your moor is in Yorkshire, Durham, Northumberland, Derbyshire or any of the other places where there are grouse moors and it works much less well. Try moo-a, mew-a etc.
Really only works if you read it as if you’re in the south east metropolitan elite like Chelsea and Westminster.

Wow! You’ve certainly worked hard to kill the humour in this one! I guess we’ve all seen many more strained puns than this one, however you pronounce ‘moor’ and the message of the cartoon is bang on.
